Human Resource Generalist

General Purpose
Performs a variety of professional and advanced technical duties related to the design, maintenance and administration of the city-wide human resource functions.

Examples of Duties
Recruitment and Advertising:

  • Responsible for overseeing and managing the recruitment processes for vacant and newly created positions within the organization. Requires a strong understanding of laws and established policies and procedures to ensure compliance through the entire recruitment cycle. Actively seeks opportunities for process improvement and implements streamlined approaches using technology, available programming, and virtual platforms.
  • Communicates open positions through various channels to attract a diverse and highly qualified applicant pool. Explore innovative and cost-effective recruitment methods while coordinating with internal marketing sources to establish a cohesive advertising brand.
  • Collaborate with hiring manager to identify staffing needs, maintain job descriptions, conduct job evaluations and analysis. Processes employment applications, prepares and approves interview questions.
  • Utilizes platforms to work through applicant flow by verifying candidates, scheduling testing and interviews, dispositions applicants as needed, make job offers, schedule post-offer testing and backgrounds as position requires.
  • Administers new hire orientation for all employees, processes new hire documentation; reviews documents for completeness and accuracy; and enters data into the HRIS system. Initiates and tracks required employee background checks and drug testing processes; verifies employment eligibility; uploads employee data into state retirement system.

Benefits and Enrollment:

  • Assists with health and retirement benefits administration in compliance with applicable policies and laws.
  • Responsible for understanding the value of the benefits provided to communicate to both new and current employees effectively. Collects and processes new hire enrollment forms assists employees with paperwork and benefit changes related to qualifying events and ensures timely processing by coordinating with vendors.
  • Prepares biweekly and monthly payments related to retirement and benefits.

Payroll:

  • Performs complex payroll functions which may require resolution of complex problems, reconciling conflicting policies and procedures, and requires the knowledge of the policies, procedures, and regulations that govern a variety of payroll categories.
  • Performs payroll functions by assisting in maintaining and troubleshooting issues with the HRIS systems, entering payroll maintenance which includes, but not limited to: changing pay rates, withholding allowances, benefit deductions, and other authorized payroll withholdings.
  • Assist employees with the timekeeping software which includes training employees and supervisors on the different functionalities of the program.

Employee Relations:

  • Develops objectives policies and procedures for programs that enhance internal culture and services within the organization. This encompasses various aspects, including recruitment, recognition, and wellness and safety committees. Promotes activities, incentive programs, and events while assisting in the planning and execution of current programs.
  • Receives and processes workers compensation claims, ensures proper notification to state agencies and insurance carriers. Prepares monthly bills to the insurance carrier and prepares OSHA accident reports and logs.
  • Responds to employment questionnaires surveys, and verification requests. Processes employment-related documentation and assists with notifications required for employment separations.
  • Hold consistent office hours to provide human resource access to employees, vendors, public, etc.. Be available and willing to advise employees and distribute information regarding compensation, benefits, performance reviews, human resource policies, and procedures.
  • Maintain accurate and secure confidential personnel records, both in digital and paper formats. Ensure proper documentation of various materials and create and/or revise department forms to enhance record-keeping processes.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of human resources.
  • Performs related duties as required.

Minimum Qualifications

  • Bachelor’s degree in human resources, public administration, or related field AND
  • Four (4) years of progressively responsible human resource work experience
  • OR An equivalent combination of education and experience
  • One or more of the following certifications desired: IPMA-CP; IPMA-SCP; PHR; SPHR; SHRM-CP; SHRM-SCP.

Additional Qualifications/Information
Working knowledge human resource management theory, development, methods, and practices. Well-versed in the legal environment related to human resource management, including familiarity with benefit, retirement, and compensation laws and guidelines. Demonstrate a solid understanding of federal and state laws as they apply to personnel management practices. Proficiency in principles and methods of training and education is essential, along with the ability to effectively training and motivating others. Strong soft skills in business and technical writing, as well as proficiency in operating standard office equipment. A basic understanding of math and accounting principles. Excellent interpersonal communication skills.

Ability to analyze problems, identify alternative solutions, and project consequences of proposed actions. Skilled in conducting research, analyzing data and evaluating new procedures and techniques. Experience in formulating and administering human resource policies, practices and procedures. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Maintaining strict confidentiality is a requirement for this role. Ability to communicate clearly and concisely, both verbally and written. Maintain a high-quality work production while managing deadline pressures. Develop effective working relationships with supervisors, co-workers, and the public.
